BUSINESS AREA OF OPERATION: SOCIO-ENVIRONMENTAL MANAGEMENT ADVISORY AND CONTRACT MANAGEMENT

CASE: BELO MONTE HPP

For uninterrupted 11 years, we have been working alongside the largest hydroelectric power project in the country and the fourth largest in installed capacity worldwide: the Belo Monte Hydroelectric Power Plant (HPP) on the Xingu River, in the state of Pará.

Our collaboration with Norte Energia started at the beginning of the project implementation, providing assistance to the company in structuring its socio-environmental management. We employ project management methodologies and tools, with dedicated teams from Ferreira Rocha.

» Support the management of the indigenous component.
» Structuring and managing the Reservoir Filling Plan.
» Overseeing the socio-environmental management of the implementation of 117 programs and projects.
» Management of various commitments required for obtaining the Operating License (LO) and its ongoing renewal process.
» Advisory services in the coordination of two of their Project Management Offices, establishing and monitoring their objectives and targets, and continuously identifying and evaluating risks and opportunities to enhance management.

Starting in 2022, Ferreira Rocha expanded its role even further in the Belo Monte Hydroelectric Power Plant.

We have also taken on the responsibility of advising the Socio-Environmental Superintendence in the administrative management of their hundred-plus contracts. This includes critically analyzing processes, proposing and implementing improvements, and monitoring their effectiveness and efficiency through specific indicators.

BUSINESS AREA OF OPERATION: SOCIO-ENVIRONMENTAL STUDIES

CASE: JANAÚBA PHOTOVOLTAIC PLANT - ELERA

In June 2021, Ferreira Rocha conducted the Socioeconomic Diagnosis related to the implementation of the Janaúba Photovoltaic Plant (Janaúba PVP) in collaboration with community leaders, community members, and local government representatives in the municipality of Janaúba, in the state of Minas Gerais.

The work included conducting a household survey to characterize the socioeconomic aspects of the urban area and the rural area, as well as the rural communities near the Photovoltaic plant. The objective was to understand the socioeconomic dynamics of the municipality, specifically focusing on the population residing in the vicinity of the project.

The results of this survey provided insights into the socio-environmental and cultural characteristics of the region, its main strengths, weaknesses, and opportunities it also included recommendations for potential investments in socio-environmental initiatives to be considered by ELERA during its activities in the territory, within a broader context of Strategic Social Responsibility (SSR), both in the implementation and operation of the photovoltaic solar complex.

These recommendations were guided by the company’s Environmental, Social & Governance (ESG) principles.

Thus, a snapshot of the local reality and a baseline were established for ELERA’s engagement with the communities, contributing to an open and transparent dialogue aimed at facilitating and mediating socio-environmental conflicts and fostering local transformation.

BUSINESS AREA OF OPERATION: STRUCTURING, DEVELOPMENT AND IMPLEMENTATION OF PROJECTS

CASE: VALE VERDE MINING - SERROTE PROJECT

Within its business area of operation of Structuring, Development and Implementation of Projects, Ferreira Rocha has successful experiences in the development of ESIAs (Environmental and Social Impact Assessments) and ESMPs (Environmental and Social Management Plans).

The ESIA and ESMP are complex tasks aimed at meeting international socio-environmental standards and the specifications of funding agencies, which often go beyond the requirements of licensing processes with federal and state environmental agencies.

These standards are referenced by the International Finance Corporation (IFC), an entity associated with the World Bank.

One of our clients is the Serrote Project, owned by Vale Verde Mining (VVM), in the state of Alagoas.

In summary, the ESIA developed for VVM presents the project and describes the economic, social, and environmental profile of the communities in the influence area.

The ESMP details the socio-environmental management and monitoring programs and recommends good practices in environmental and social management, providing assurance to funding agencies, civil society, and the environment in its entirety.

We apply writing and visual communication techniques to elaborate a document in clear and accessible language, facilitating reading and understanding for anyone.

For the dissemination of the studies, we plan communication and stakeholder engagement actions with interactive dialogues tailored to different target audiences.

During these opportunities, the main inquiries and expectations of the communities are collected and clarified, it is also presented and discussed measures to mitigate and monitor negative impacts and leverage the positive impacts.

These communication actions were foreseen in the “Stakeholder Engagement Plan.”

 

BUSINESS AREA OF OPERATION: STRUCTURING, DEVELOPMENT AND IMPLEMENTATION OF PROJECTS

CASE: ANGLO AMERICAN: MUNICIPAL FORUM DEVELOPMENT PLAN OF BARRO ALTO

In June 2022, the final public session of the Municipal Forum on the Barro Alto Development Plan 2030 was held in the city of Barro Alto, in the state of Goiás.

The Forum was developed by Ferreira Rocha in partnership with @angloamericanbrasil.

The Forum was open to the participation of various segments of society. The Ferreira Rocha team worked in collaboration with the Anglo-American team and representatives from Barro Alto's economic sectors.

The Barro Alto 2030 Plan aims to promote and enhance new opportunities and local economic vocations, as well as to foster a productive and economic base for the municipality, with the perspective of being implemented by the year 2030.

The Plan was developed in a participatory manner and received contributions from various leaders from different economic sectors.

The final stage of this process was the organization of a Forum, which presented to different representatives of society:

1 – The economic vocations of the municipality, its potentialities, and limitations.

2 – The guidelines, strategies, and investments to expand the local productive and economic base, considering a perspective until the year 2030.

Sector-specific Task Forces discussed, in 2021, the specificities of priority productive sectors.

During the Final Forum, these Groups presented their proposals, accompanied by presentations from Ferreira Rocha, the mayor of Barro Alto, and the Director of Operations of Anglo American, who discussed the work methodology.

BUSINESS AREA OF OPERATION: SOCIO-ENVIRONMENTAL STUDIES.

CASE: INTEGRATED ENVIRONMENTAL ASSESSMENT (EIA) OF THE SUCURIÚ RIVER PLANNING AND MANAGEMENT UNIT (UPG) AND THE PARDO RIVER PLANNING AND MANAGEMENT UNIT (UPG)

In regards to Integrated Environmental Assessments (AAI), Ferreira Rocha presents two successful case studies on the development of these studies for the hydropower sector.

Both were carried out in the state of Mato Grosso do Sul in a collaborative manner with the technical team of the Environmental Institute of Mato Grosso do Sul (IMASUL).

This territory is divided into Planning and Management Units (UPGs).

Ferreira Rocha was responsible for the development of the Integrated Environmental Assessments (AAIs) for the UPG of the Sucuriú River and the UPG of the Pardo River, located in the eastern portion of the state of Mato Grosso do Sul, in river basins that are tributaries to the left bank of the Paraná River.

The beginning of the process included the development of the Reference Terms (TR) and the Detailed Work Plan (PTD) of the studies, management tools developed by Ferreira Rocha to guide all its projects. Since then, our technical team has collaborated closely with the IMASUL team.

The two AAIs have been approved and were considered successful case studies, both by the clients and the environmental agency.

Both were also presented to the team of the Mato Grosso do Sul State Public Prosecutor’s Office (MPMS).
